Gas Cylinder. Rules 2016
Definitions :
Compressed Gas : any permanent gas, liquefiable gas or gas dissolved
in liquid under pressure or gas mixture which in a closed gas cylinder
exercises a pressure either exceeding 2.5 kgf/cm2 abs (1.5 kgf/ cm2
gauge) at +15° C or a pressure exceeding 3kgf/ cm2 abs (2 kgf/ cm2
gauge) at + 50° C or both including cryogenic liquids

( Compressed Natural Gas includes Compressed Bio Gas )

“Cryogenic Liquid" means liquid form of permanent gas having normal


boiling point below minus150 ° C;
DEFINITIONS :
• Permanent Gas
• A gas of critical temperature is below - 10°C (cannot be liquified above -10oC ) (eg; Nitrogen, Oxygen)
• Critical Temp / Pressure of Nitrogen - (-)147 oC / 33.5 atm

• Liquifiable gas
• a gas that may be liquefied by pressure at -10° C and completely vapourised at 17.5 oC or 30oC (eg. LPG, Propane,
CO2,, Refrigerant gases)
• Critical Temp / Pressure of CO2 - 31oC / 76 atm

• Gas dissolved in Liquid


• a gas which is dissolved under pressure in a fluid solvent appropriate to the particular gas (eg. Acetylene dissolved in
Acetone)

• Gas Mixture
• (eg: Air, Medical Gas)

 "liquefied petroleum gas" means any hydrocarbon which comprises predominantly of or mixture of
Propane. propylene, butane (n-butane and iso-butane) and butylene) with vapour pressure <16.87
kg/cm2 (gauge) at 65° C
 Cryogenic Liquid = Permanent gas with BP below 1150oC
 Cryogenic Container Is a double walled metal container with insulation in between

. Definitions …..

“Gas cylinder" or "cylinder" means any closed metal container


having a volume exceeding 500 ml but not exceeding 1000
liters intended for the storage and transport of compressed gas,
including any LPG or CNG cylinder fitted to a motor vehicle
as its fuel tank but not including any other such container
fitted to a special transport or undercarriage and includes a
composite cylinder and cryogenic container, The water
capacity of cylinder used for storage of CNG, nitrogen,
compressed air, etc., may exceed 1000 liters up to 3000 liters
provided the diameter of such cylinder does not exceed 60
cm;

Gas Cylinder Rules 2016---Definitions …
“ Filling pressure" means the maximum permissible gauge pressure,
converted to + 15° C, at which a gas cylinder for permanent gas or gas
dissolved under pressure can be filled; (IS 3710 or 15975)
Filling ratio
Weight of liquefiable gas / weight of water at 15oC (ref IS 3710
or 15975 eg : Ammonia – 0.51 / Chlorine – 1.19 / Propane 0.40 / LPG ~ 0.42
Water capacity
Volume of water the cylinder will contain at 15oC in Litres

Flammable gas means any gas which, if either a mixture of 13 percent


or less (by volume) with air forms a flammable mixture or the
flammability range with air is greater than 12 percent regardless of the
lower limit and these limits shall be determined at atmospheric
temperature and pressure

Inspecting authority: A person having qualifications and experience in


the field in the field of design, manufacture and testing of gas cylinders,
valves and LPG regulators and recognised by the Chief Controller as
authority for certification of gas cylinder, etc.

 Any other valve approved by PESO
 Valve for flammable gases (not listed in IS: 3224) shall
have outlets provided with left handed screw threads
 No Safety valves for flammable & toxic gases
 Combination Liquid & Vapour valves for LPG

CYLINDERS VALVES

Handling & Use (Rule 18)

(1) Cylinders shall be adequately supported


(2) Conveyors, trolleys and cradles shall, as far as possible, be used
when moving the cylinders
(3) Do not allow to fall upon one another or otherwise subjected to
any undue shock.
(4) Sliding, dropping or playing with cylinders is prohibited.
(5) LPG cylinder and cylinders containing liquefiable gases shall
always be kept in an upright position and shall be so
placed that they cannot be knocked over.

(6) The cylinders used in horizontal position shall be so secured
that they cannot roll.
(7) Open flames, lights, mobile phones, lighting of fires, welding and
smoking shall be prohibited in close proximity to any cylinder
containing flammable gases except those while in use for
welding, cutting or heating.
(8) Working places shall not be classified as storage places for the
purpose of licensing.

Electrical installations.-When storing flammable gases in cylinder all


electric fittings, fixed and portable shall be of flame proof construction

Storage Room / shed (Rule 20)
(1) Store in a cool, dry, well ventilated place under cover,
away from boilers, open flames, steam pipes or any
potential sources of heat and shall be easily accessible.
(2) Shall be of fire resistant construction.
(3) Thin wall cylinder such as LPG cylinder and dissolved gas
cylinder shall not be stacked in a horizontal position.
(4) The cylinders containing flammable gases and toxic gases
shall be kept separated from each other and from
cylinders containing other types of gases by an adequate
distance or by a suitable partition wall.
(5) Do not store under conditions, which will cause
corrosion.

(6) Do not store along with any combustible material.
(7) Empty cylinders shall be segregated from the filled one

For LPG
 11 Sq.M floor area for 1000kg, Mastic flooring
 Ventillation 10% of floor area , coverd with mesh of copper or non
corroding materail at the bottom
 Wall -1.8 M high, Fencing -2 M
 Minimum safety clearances (3-15 M) and inter-distances as per Table

Testing & Examination
 Cylinder testing stations to be approved by CCE
 Defective or corroded cylinders to be condemned by test
stations
 Frequency of hydrostatic test as per Schedule IV within
such period as is specified in 8868 “Periodical
inspection interval for gas cylinders in use “
eg: LPG / Methane / DA – 5 Years
N2 / O2/ He/ Ar – 5 years
HF / Cl2/ NH3 / Air – 2 Years

EMERGENCIES
RULE-15

• Toxic gas cylinders shall have a security plug for the valve outlet
• Fit safety cap for LPG cylinders
• Remove to open area least dangerous to life and property.
• Have adequate emergency handling equipment for explosive, toxic
and corrosive gases like gloves, gum bootsMasks, BA sets,
• Provide a neutralizing or scrubbing system for toxic and corrosive
gases
• Install an efficient alarm system
REPAIRS, REJECTIONS
RULE -12

• No repairs on seamless cylinders


• No repairs on Dissolved Acetylene cylinders
• No repairs on welded cylinders if it leaks outside the welds
• Repairs only at the premises of manufacturer or approved by PESO by qualified welder, supervised by
qualified person.
• To be cleaned of gases and approved by competent person before repair.
• Heat treatment, Inspection, testing after repairs
• Report and Certificate by repairer to be submitted to PESO before refilling

• Cylinders exposed to fire shall be sent to repairer for inspection and testing as above
• Rule -36 Condemning
Any cylinder which fails to pass periodic examination or test or which loses in its tare weight by over five per cent. or which
for any other defect is found to be unsafe for use or after expiry of the service life of the cylinder, shall not be filled with any
compressed gas and shall be destroyed by flattening it as a whole or after being cut into pieces in such a manner that the pieces
cannot again be joined together by welding or otherwise to form a cylinder under intimation to the owner of the cylinder as
specified in IS: 8198.

(i) Flammable and non-toxic gas not exceeding 25 Nos or 200 kg

(ii) Non-flammable, non-toxic gas when the total number of


cylinders does not exceed 200

(iii)Toxic gas or DA when does not exceed five and twenty five
respectively

Licence not required when LPG cylinders are connected to a manifold


at work place. IS-6044 (Part-I to be complied)

• (v) number and date of letter of approval granted by the Chief Controller.
TRANSPORT

transported together
 No transport on bicycle / two wheeler

 The cylinders shall be blocked or braced and be so
secured to prevent movement, striking each other
or falling
