MODUS OPERANDI
 On dated 01-04-2021 at around 1540hrs an intelligence input was received through on
duty CIW personnel that few suspected persons were extracting Cenosphere from Ash
dyke. Ash dyke is a vast open area situated outside the plant and there is no static duty
post of CISF. On receiving the message, CIW & QRT reached to the spot immediately
and on reaching there, they saw that 05 persons were collecting cenosphere from Ash
dyke area from Lagoon-stage-II in ploythin gunny bags illegally and loading on a tractor
trolley. On asking regarding this, they could not produce any permission or any authentic
document for such collection from Ash dyke. Further on suspicion of an attempt of theft,
they have been stopped and apprehended near the Stage-II Ash dyke. Then the matter
has been informed to the NTPC Management. AGM(EMG) and DGM(HR) visited the
spot and clarified that they did not give any permission to them and it was a case of
attempt of theft of Cenosphere. That further the CISF team apprehended total 05 persons
healing from jalgaon district of Maharashtra along with the local driver of the tractor &
trolley and total 37 bags of approximate weight 45-50 kgs each in wet condition filled
with Cenosphere, 01 two wheeler(bearing no MH19AL3558), 04 mobile phones and one
power bank and the same have been handed over to Parwada police station.
 The details of apprehended person are-

PREVENTIVE MEASURES

 Extra man power is deployed at Ash dyke area for PTL round
the clock.
 Ambush is conducted timely in the Ash dyke area.
 Operational exercise is conducted time to time in the Ash dyke
area.
 CIW personnel is briefed to do more patrolling at Ash dyke area.
 CIW personnel also briefed to make more sources in
surrounding area/villages.
OUT COME

 All 06 person including 01 local driver have been


handed over to Parwada police station. Police has been
loadged an FIR under section 379 IPC vide FIR No.
113/21 dated 02.04.2021 against them. A trial of case has
been started at junior civil court, Anakapalli.
 First date of hearing is 07.09.2021.
 Next date of hearing is 25.04.2022
Court has granted the bail of all person.
INCIDENTS OF TRESPASS/FORCEFUL ENTRY

On dated 28.03.2022 at about 1150hrs a train fetching coal from Mahanadi Coal Field, Talcher, Orissa
whose engine no 27739,27438 with 59 wagons and 01 Guard cabin entered into the plant premises through
R&D gate. During entering the Railway wagon inside the plant, CISF on duty personnel and CIW
personnel observed that a person was sleeping inside the guard cabin of railway wagon. Immediately on
duty personnel informed to Command & Control Center and CHP C/R. On Receiving the message from
CCC, QRT and CIW personnel rushed towards the CHP Track Hopper-2 area where coal was suppose to
be unloaded. On seeing them, intruder fled on the other side of rack then QRT & CIW Personnel
immediately cordon the area from other side. According to the situation CCC was informed to reinforce the
extra man power for searching the whole CHP area, accordingly CCC sent the striking Reserve kept in
Main Gate due to all India trade Union Strike. The striking reserve reached the spot and under the
command of Coy Commander started the combing operation in extended arrow head formation. On
zeroing the searching area the striking Reserve team apprehend the intruder on railway track near out fall
11, after that he was brought to control room. After interrogation he was handed over to Parwada Police
station for further legal action.
PREVENTIVE MEASURES
We are keeping more vigil while railway wagon
entering the plant premises through R&D gate to
avoid this type of unauthorized entry.
OUT COME

The suspected person was handed over to


Parwada Police station. Police confirmed his
identity and information given by him at his
native place. All information found correct. So
Police released him and gave a letter to CISF
regarding releasing him.
DUE PROCEDURE FOR INTERROGATION OF MISCREANTS
APPREHENDED DURING AFORESAID INCIDENTS

On interrogation he revealed the following details-

airport, visakhapatnam

His statement and fingerprints are also taken. His photo and his personal
information were also taken. He was not manhandling by any CISF personnel.
After interrogation he was handed over to Parwada Police Station for further
legal action.

On dated 24.01.2020 from CISF Unit ONGC NARSAPUR


On dated 24.01.2020 at about 0920hrs a person tried to entry into the plant from Plant main gate with fake ID Contractor worker pass but on checking of pass, CT/GD Chandra Sekhar
W who was detailed at Plant main gate in morning checking found that the photo of pass was not matched with the person and on asking the details as father name and DOB, he was
failed to answer. On further asking he disclosed his identity and showed the authority letter of decoy checking directed by Gp. Commandant.

OUTCOME: Detected

On dated 28.02.2020 from CISF Unit HPCL Vizag


On dated 28.02.2020 at about 0845 hrs a person came at Plant Main gate with a worker pass. On checking of pass by CT/GD B P Singh who was detailed at Plant Main gate in morning checking
found that photo of pass is mismatched with the person. On questioning he failed to give any valid reason, why his photo mismatched. After this he revealed his identiy and showed his
movement order, original ID Card and authority letter of decoy checking by Gp. Commandant.

OUTCOME: Detected
IMPLEMENTATION OF BEST PRACTICES PERTAINING TO
CIW AND MAINTENANCE OF RECORDS

 MOCK DRILL: Regular monthly, quarterly and yearly mock drill is conducted in this
Unit as per direction of higher formation. A Mock drill register is maintained separately
and also updated on WAR ROOM.
 SOP: All SOP is updated timely as per requirement of each duty post. Role of all Rank
is described separately in the SOPs.
 DUTIES: CIW personnel is present in morning and evening regimental activity. Night
Battalion checking is conducted by IC CIW once a week. Duties of unit personnel is
closely watched by CIW personnel and write down in DSR register. CIW personnel is
present during the Employees/Workers shifting time at Plant Main Gate. Material and
visitors movement is also monitoring. Further, CIW personnel present in the Kote during
the issue/deposition of Arms & Ammunition for change of shifts.
IMPLEMENTATION OF BEST PRACTICES PERTAINING TO
CIW AND MAINTENANCE OF RECORDS

 FUNCTIONING OF KOTE:
Bio-metric system has been set up in the Kote for issue/deposition of Arms & Ammunition. Registers also
maintain separately for issue/deposition of Arms & Ammunition in the Kote. A Sub officer is detailed in each
shift for supervision of issue/deposition of Arms & Ammunition. A Sub Officer is also detailed for a day for
surprise supervision of any shift for issue/deposition of Arms & Ammunition.

 ISSUING OF ARMS & AMMUNITION:


All the shift personnel issue and deposit their weapon under the supervision of detailed sub officer. All the duty
personnel of relieving shift report at the unit Kote/Quarter Guard 45 minutes prior to the duty hours. After
reporting at the Kote, all personnel who withdraw Arms & Ammunition do bio-metric one by one and make a single
queue. Firstly Shift I/C will withdraw his weapon after this all the shift personnel withdraw weapons one by one in
a single queue in a disciplined order. Then all personnel check their weapons on clearing pit on the Command of
Shift I/C. After this all personnel open their weapon and check properly. After that all personnel put their
weapon( AK-47/Insas) in the Arms rack and Pistol in the Hollister on the command of Shift I/C. On the command of
Shift I/C, all personnel will withdraw ammunition as per authorization one by one in a single queue under the
supervision of detailed supervisory officer. After that all duty personnel fill the magazine on the command of Shift
I/C. After that on the command of Shift I/C every personnel check the position of safety catch is on “S” and Shift I/C
also ensure this. After that Shift I/C pass the command to fit the magazine in the weapon and fasten the weapons
with the chain. After asking the report by Shift I/C, all personnel pass Arms & Ammunition report one by one.

CIW AND MAINTENANCE OF RECORDS

 DEPOSITION OF ARMS & AMMUNITION:


After reaching at Kote/Quarter Guard all duty personnel remove the chain and the magazine from the weapon
and put weapon in rack and Holister respectively, after the command of Shift I/C. After that Shift I/C gives the
command of ‘Khali Kar’ on which all the personnel empty his magazines in the ammunition tray respectively. On
asking the report by Shift I/C, all personnel pass the ammunition report. After this bio-metric is done of all the
weapon personnel and sign in the register also. Then, all personnel deposit his ammunition in kote one by one in a
single queue. After deposition of ammunition by all the personnel, Shift I/C and Supervision officer ensure that all
the ammunition is submitted in Kote properly from Kote Nco. After that all personnel check their weapon on
clearing pit on the command of Shift I/C and on asking all the personnel pass OK report or anything. After that
all the personnel clean their weapon and all the weapon should be checked by Kote Nco/ Armourer. After that all
the personnel deposit their weapon one by one in unit Kote. Shift I/C & supervisory officer ensure the proper
deposition of the weapon. After that shift I/C deposit his weapon in the Kote.
