What is NCrF Framework?
• An inclusive one single meta framework to integrate the credits earned
through school education, higher education, vocational and skill education.
• Under this system, credits will be assigned to academic learning and skill
learning.
• It proposes several levels within the framework ranging from level 1 to level
8 (from school to PhD level).
• An Aadhar enabled student registration takes place, and after that an
Academic Bank of Credits (ABC) account will be opened, where deposit of
degree and credits takes place.
• These credit points can be used to determine eligibility for admission at
multiple levels, as a criteria for qualification for various disciplines, etc..
Favour of the motion
• Provides for assignment, accumulation, storage,
transfer and redemption of credits operating through
ABC.
• Way to multidisciplinary education and empowers
students through flexibility in choice of courses.
• To make our country a global knowledge superpower.
• Enables lifelong learning, recognition of prior
learning, multiple entry and exit and continuous
professional development.
Against the motion
• Implementation challenges: Various stakeholders,
credit bureaus and regulatory authorities will need to
cooperate and work together in order for the NCrF to
be implemented successfully.
• Data privacy concerns: The NCrF uses borrower data
to determine creditworthiness. This could cause
issues with data security and privacy.
• Enforcement challenges : Enforcing compliance
among all parties involved would be challenging.
Strong enforcement procedures may be needed to
guarantee that that all lenders follow the new criteria
and borrowers are treated equitably.
