DEFINITION AND
IMPORTANCE
It is a document which prescribes the
basic needs of the PNP based on its approved
organizational structure, mission and functions.
It also defines the logistical capability of
the unit/office as the basis for preparing the Project
Procurement Management Plan (PPMP) and the
Annual Procurement Plan (APP) which are the basis
of procurement.

 NAPOLCOM Memorandum Circular (MC) No. 2008-011 dated June 16, 2008 titled,
“Directing the Chief, PNP to Create a Committee that will undertake the
Revision/Amendment of the Approved PNP Table of Equipment and Allowances (TEA)
Embodied in NAPOLCOM Resolutions Nos. 94-058, 93-045, 93-08 and 92-37,”

RATIONALE:
This Circular provide the guidelines and procedures to be
undertaken by all PNP offices/units in the formulation,
crafting, and amendment of the Table of Equipment and
Allowances (TEA)
PURPOSES:
 To provide and establish the standard guidelines and procedures to be
followed and observed in crafting the PNP TEA;
 To determine the special and peculiar equipment which correspond to
mandate and the functions of the office/unit; and
 To identify the right equipage for a particular unit, based on its
geographical location, to include the distribution of equipment whether
individual, per team, and/or per office/unit.
TERMINOLOGIES DEFINED:
 Allowance – are the required number of equipment per office/unit based on the
approved staffing pattern and logistics policies on equipment distribution;
 Approved Organizational Structure – refers to sections/divisions that compose one
unit to include its personnel strength/capability in a specific mission and function of
concerned office/unit;
 Equipment – refer to items identified by concerned PNP offices/units to be necessary
in the performance of their functions;
 Staffing Pattern – refers to the number of personnel requirement, list of positions,
duties and responsibilities which are consistent with the mission and functions of an
office; and
 Table of Equipment and Allowances (TEA) – is a document which prescribes the basic
needs of the PNP based on its approved organizational structure, mission and
functions. This defines the logistical capability of the unit/office as the basis for
preparing the Project Procurement Management Plan (PPMP)/Annual Procurement
Plan (APP).
GENERAL GUIDELINES:
 The TEA is one of the basis for preparing the PPMP and the APP which are the basis
of procurement;
 Generic terms shall be used in describing the equipment. Items identified through
brand names are prohibited by existing laws, rules and regulations;
 Equipment classification shall be based on the revised chart of account on the
Government Accounting Manual;
 It should be limited only to the approved NAPOLCOM organizational structure and
staffing pattern;
 It should be based on the mission and functions of the unit;
 It should be attuned to the current technological developments;
 The TEA of peculiar equipment should be determined by the end-user unit or any
with known expertise and/or has specialized function on the subject equipment.
