“A task organization is a temporary grouping

of forces designed to accomplish a particular
mission.”

THE PRINCIPLE OF 4
The capability of any land fighting unit, task force or

formation is substantially driven by its grouping.
A grouping should be designed to be capable of 4

complementary and concurrent tasks.
Allows a commander to understand what sorts and

levels of risks he is taking with his force structure.

A covering force to find, gain understanding and fix.
A manoeuvre force to strike (or influence

decisively).
 An echelon force to exploit.
 An uncommitted force as a reserve.

REGROUPING
 Regrouping refers to the changing of the task org of a force
element.
 There are penalties in terms of loss of cohesion and tempo
in frequent regrouping.
 Standard groupings and organisations should be used on
operations to mitigate penalties.
 Common doctrine and training will prove invaluable for
rapid regrouping.
 Command relationship to other units or formations has to
be addressed and made known.

REGROUPING (CONT)
 Regrouping within and between units may occur before or
during an operation.
 Deliberate or pre-planned regrouping should be notified in
the initial Warning Order (WngO).
 Regrouping should be notified at the start of orders as part
of the Task Org.
 Whenever possible sub units should be structured to avoid
the need for a subsequent regrouping within an operation.

COMBINED ARMS GROUPINGS

 Grouping and regrouping is used to integrate several arms
together to combine and increase their fighting power.
 Combined arms groupings should be used to create the

most potent combinations of armoured, mechanised, light or
air manoeuvre forces.
 Properly resourced, combined arms groups provide a

complementary range of capabilities to overmatch a less
well-balanced force.

FORCES FOR SPECIAL TASKS

 Certain circumstances may not permit the practice of using
standard groupings.
 Forces for special tasks are formed and placed together under a
specified commander.
 Built around existing points of command (formation or unit

headquarters) since they have the necessary command facilities.

FORCES FOR SPECIAL TASKS (CONT)
 If the situation demands it, such forces may

have to be improvised.
 At the tactical level, 'battle grouping' can take
place round any combat, CS or CSS unit.
 When applied flexibly, this principle can offer
economies of effort in combat forces allowing
concentration of force elsewhere.

STATES OF COMMAND
 States of command describe the status of formations or units

relative to each other.
 They are concerned primarily with the ability of the receiving
unit or formation to:
• Assign an independent mission.
• Reorganise a unit to suit its task.
• Direct specific tasks within an agreed mission.

 Stabilising the chain of command lies in establishing the
states of command of subordinate formations and units.
 Establishing clear C2 relationships is a fundamental
requirement in all operations.
 Commander delegates authority to subordinates
commensurate with their responsibilities.
 States of command and control will always be qualified by
the DTG at which they begin and end.

 A commander can determine whether and how he can employ
subordinate formations or units by using the following criteria:
• Can he use them for any purpose (can he give them a
mission)?
• If the mission is not within his gift, can he give them tasks
within the given mission?
• Can he break up the formation or unit or must he retain its
integrity?
• Are there any caveats or constraints on their use?

The military authority and responsibility of a superior officer

to issue orders to subordinates.
It covers every aspect of military operations and
administration.
Exists only within national services.

Authority granted to a commander to assign missions

or tasks to subordinate commanders.
Comd can deploy units.
Reassign forces.
Retain or delegate operational and/or tactical control

administration or logistics.

OPERATIONAL CONTROL (OPCON)
The authority delegated to a commander to direct forces
assigned to accomplish specific missions or tasks.
Missions/tasks are usually limited by function, time or
location.
Deploy units concerned.

Does not include authority to assign separate employment of
components of the units concerned.
Does not include administration or logistic control.

The authority delegated to a commander to
assign tasks to forces under his command.

The detailed and, usually, local direction and
