What is
INNOVATION?

30
WHAT IS PUBLIC SECTOR
INNOVATION – AND WHY DOES
IT MATTER?
In the public sector, as in other fields, innovation can
mean many different things. It can mean new ways of managing
organizations, new ways of rewarding or new ways of communicating.
Distinctions are sometimes made between policy innovations, service
innovations and innovations in other fields. These fields include
democracy and international affairs. Some innovations are so radical
that they warrant being seen as systemic, for instance the creation of a
national health service or the move to a low carbon economy.

31
INNOVATION??
“ refers to the creation of new ideas
that results in the development of new
or improved policies, products,
processes, or services which are then
spread or transferred across the
market
REPUBLIC ACT No. 11293 Philippine Innovation Act

34
What is your thought?
35
HOW CAN INNOVATION IN THE
PUBLIC SECTOR BE MADE
MORE EFFECTIVE?
The most important task for any public agency
or government is to tackle each stage of the innovation
process. These each require different methods and
cultures of organization. But the biggest impact comes
from linking these all
together into a coherent system of innovation

Change is not something that we should fear.
Rather, it is something that we should
welcome. For without change, nothing in this
world would ever grow or blossom, and no
one in this world would ever move forward to
become the person they're meant to be." –
B.K.S. Iyengar
