Purpose of Emergency
Preparedness Program
Comply with the requirements of the Fire Code of
the Philippines (RA 9514) and the Philippine
Occupational Safety and Health Standards.
Test the execution of emergency response plan and
site disaster plan under a full scale drill exercise .
Orient & demonstrate employees in observing the
General Evacuation Procedures
GENERAL EVACUATION PROCEDURES
1. Upon hearing the alarm , all employees must stop working
immediately and prepare to evacuate.
2. Evacuate only when ordered by members of the Emergency
Response Team. Otherwise, the continuous sounding of the
fire alarm for three minutes means General Evacuation. All
building occupants i.e, employees, visitors, contractors and
utility personnel are required to leave at once.
3. When instructed to evacuate, proceed calmly and quickly to
designated exits, visitors or guests must be accompanied by
their host GT employees in going out of the building.
4. In case of fire to not use the elevators.
GENERAL EVACUATION PROCEDURES
5. After exiting the building, proceed to the assigned
Evacuation Area.
6. At the evacuation area, employees must report to
their respective Heads or Immediate Superior for
head count. Heads and I.S. will be responsible in
ensuring that all personnel are accounted for and
must immediately report to the Emergency Director
any missing employee.
7. Do not re-enter the building until the Emergency
Director announces “All Clear” and return to work
status.
Goals for ERT
Goal 1
Extinguish the fires within three minutes of
discovery/confirmation.
Goal 2
Evacuate the building within five minutes of
order to evacuate.
Goal 3
Rescue and provide first-aid to all victims/role
players.

Order – Emergency Director
Team Leader
1. Authority for re-organizing, training and commanding the
Emergency Response Organization.
2. Establish and evaluate plans of action for various
emergency situations that may arise at the host exchange.
3. Familiarize the public emergency response agencies with the
host exchange fire protection equipment, hazards,
emergency procedures and ERO officers and members.
4. Ensure the timely correction of deficiencies noted on
inspections conducted by unit leaders.
5. Coordinate the activities of unit leaders during drill or
actual emergency to ensure rapid deployment of fire fighters
at fire scene, orderly and safe evacuation of building
occupants, and execution of high level security measures in
and around facility perimeter.
6. Call monthly meeting of ERO to discuss fire prevention
efforts, training of personnel, operational status of fire
protection equipment and other relevant matters.
Deputy Team Leader
1. Schedule training exercises of various potential
emergencies for the Emergency Response
Organization and public response agencies.
2. Schedule periodic fire and other emergency
evacuation drills for all employees.
3. Assume responsibility for maintenance of all
response team records and related documents.
4. Prepare post-emergency and post-drill report
for review and signature of the Team Leader.
Fire Fighting & Salvage Unit Leader
1. Lead the fire fighting and salvage operations and notify
the Team Leader on progress of such operations.
2. Conduct periodic inspections of host exchange for fire
hazards and check operational conditions of fire fighting
equipment including portable fire extinguishers, fire
hose cabinet and accessories, fire pump, fixed-fire
suppression systems and fire alarm system. Report noted
deficiencies to Team Leader.
3. Coordinate the activities of the electrician, the fire pump
operator and the fire suppression valve controller to
support fire fighting and salvage operations.
4. Provide the Team Leader and the Deputy Team Leader
with written damage assessment report.
Fire Fighting & Salvage Unit
Members
1. Fight fires in accordance with established procedures through
effective use of portable fire extinguishers, hose streams and other
fire fighting and salvage equipment.
2. Use and maintain all emergency response equipment and personal
protective devices.
3. Follow proper procedures when directed for each emergency.
4. Determine needs for, obtain and store salvage supplies and equipment
for emergency use.
5. Understand the basic plans for salvaging and protecting equipment
and materials.
6. Cover critical equipment, data storage media, materials on storage
and other valuable items to control water damage.
7. After the emergency, check with the Fire Fighting & Salvage Unit
Leader for special assignments.
8. Begin clean up operations in assigned areas in cooperation with
facility department representative.
Electrician
1. Aware of the location and function of electrical
disconnects and of proper shut-down
procedures, such that vital fire protection
equipment will remain in service during an
emergency.
2. Thoroughly familiar with emergency lighting.
3. Responsible for shutting down fans or handling
ventilation equipment according to a pre-
arranged plan and for maintaining powered
smoke and heat venting equipment in service.
4. Follow-up on repairs needed to primary or
backup power supply systems.
Fire Pump Operator
1. Be familiar with all water supplies and pre-arrange with
fire departments location of the fire department
connection.
2. Ensure that automatic pumps have started or start
manual pumps.
3. Opening the manual fill line to the pump reservoir.
4. Supervising continuous operation of the pumps until the
Fire Fighting & Salvage Unit Leader orders them shut
down.
5. Having fuel tanks of generator engine or pump engine
refilled as necessary during an emergency.
6. Returning the pumps to automatic mode and having the
engine fuel tank refilled after an emergency.
Fire Suppression Valve
Controller
1. In case of power failure of both primary and secondary

sources, activate manual override valve of the fixed fire
suppression system (e.g. Inergen, FM 200, etc.) as
necessary.
2. Coordinate regular inspection by third-party
contractors or in-house facility technicians to ensure
operational reliability of fixed fire suppression system.
3. Holds periodic orientation of personnel (including
security guards) assigned at mobile or fixed switching
office on the principle of operation, basic components
and controls of the suppression system installed in the
area.
Evacuation and Rescue Unit Leader
1. Guide building occupants to safest way out of the building
and assemble them at designated Emergency Command and
Evacuation Station.
2. Supervise rescue and first-aid treatment of injured
personnel and taking them to nearest hospital or clinic.
3. Report the progress of evacuation and rescue operations to
Team Leader.
4. Conduct periodic inspections of fire exit doors, emergency
lights, and first-aid supplies and equipment. Report noted
deficiencies to Team Leader.
5. Coordinate with hospitals, clinics and ambulance service
providers for procedures to follow in case of emergency.

Members
1. Maintain employee control during emergencies.
2. Guide personnel to the designated Emergency
Evacuation Station
3. Direct employees away from hazardous areas.
4. Avert panic.
5. Account for all personnel at the designated
Emergency Evacuation Station.
6. Render first-aid to injured personnel and assist
transport to nearest hospital or clinic..
Communications & Security
1. Ensure that all primary and back-up communications are
in good working conditions. Report defects noted to the
Team Leader.
2. Notify key GTI management officers, ERO personnel and
public response agencies of the emergency.
3. Maintain order, handle crowd, control threat of panic and
prevent on-site looting under any emergency situations.
4. Monitor or supervise the fire alarm control panel and
reset the system when instructed by the Team Leader.
5. Be available for further instructions by the Team Leader
or GTI Management.
Security Guards
1. Secure host exchange perimeters from possible
looters coming from inside and outside of host
exchange.
2. Control traffic at nearby public roads, main gate
and driveways to clear path for incoming fire
trucks, ambulances, or police vehicles.
3. Direct firemen to the location of the fire.
4. Direct personnel with salvaged
materials/equipment to the emergency
evacuation station.
