• The State values the dignity of every human
person and guarantees full respect for human
rights.

• Republic Act (RA) No. 9208 (Anti-Trafficking in


Persons Act of 2003) as amended by RA
10364 (Expanded Anti-Trafficking Act of 2012 in
Persons) and RA 9262 (Anti-
Violence Against Women and their Children) Act
of 2004 were enacted to protect the people
from any threat of violence and exploitation.

CREATION OF LOCAL COMMITTEES ON ANTI-TRAFFICKING IN


PERSONS AND VIOLENCE AGAINST WOMEN AND THEIR
CHILDREN (LCAT-VAWC)

Purpose: To establish and strengthen local structure that will


collaboratively address the problem of trafficking and VAWC.

FUNCTIONS OF LCAT-VAWC IN EVERY


PROVINCE, CITY AND MUNICIPALITY

• Institute policies and programs to protect women and children


who are victims of trafficking and violence.

• Create and establish systems on surveillance, investigation, and


rescue to ensure effective and efficient coordination.

• Undertake information, education, and advocacy campaign


against trafficking in persons and VAWC.

• Monitor and oversee the implementation of TIP, VAWC and other


related laws for the protection of women and children, and national
plans of action of the Inter-Agency Council on Anti-Trafficking
(IACAT) and Inter-Agency Council on Violence Against Women and
their Children (IACVAWC)

PURPOSE

• To assess the functionality of and


strengthen the LCAT-VAWC as the
primary mechanism to address TIP
and VAWC

WHY ASSESS THE FUNCTIONALITY OF LCAT-VAWC?


❑ Determine the performance of LCAT-VAWC in addressing the issues
of TIP and VAWC.

❑ Identify the gaps and areas to improve the functionality of LCAT-


VAWC.

❑ Serve as basis for policy gap analysis.

❑ Results-based planning and programming, and decision-making.

❑ Provide appropriate and much-needed interventions to elevate the


performance of LCAT-VAWC.

Creation of The Inter-Agency Monitoring Team (IMT) shall be created in every region and
province to monitor and assess the functionality of LCAT-VAWC within their
IMT jurisdictions.

The Regional IMT shall assess the LCAT-VAWC in provinces and HUCs while
the Provincial IMT shall assess LCAT-VAWC in cities and municipalities.
IMT Duties
and The Regional/Provincial IMT shall discuss with concerned governors and
Responsibilities city/municipal mayors the outcome of the assessment and provide
recommended actions to address issues concerning the functionality of the
LCAT-VAWCs.

The Provincial IMT shall consolidate and submit report on the result of
LCAT-VAWC functionality assessment in the province to the Regional IMT not

FUNCTIONALITY
ASSESSMENT The Regional IMT shall consolidate and submit report on the result of LCAT-
VAWC functionality assessment in the region to DILG Central Office, through
the National Barangay Operations Office not later than May 15 of every year.
