Pakal Dul HE Project : Rock Quarry
site
Approval of Govt. of J&K for earmarked rock quarry site located on 0.91 Hectare Govt. (State) Land falling in
Khasra No. 4260 on the right bank of the Shalimar Nalla, Distt. Kishtwar, J&K for HRT-TBM works of Pakal
Dul Hydro Electric Project
Status:
Pakal Dul H.E. Project is facing acute shortage of coarse aggregates for HRT-TBM Package, about 3-4 Lac
cum of aggregates are required.
The designated quarry DDR-06 neither meets the quality requirement nor it is capable of supplying the
required quantity of material.
Alternative quarry site on the right bank of Shalimar Nalla in District Kishtwar, J&K was identified and
found technically suitable after testing.
Clearance of the quarry site was granted by O/o Deputy Commissioner, Kishtwar on 16.05.2023.
Administrative Secretary Mining, GoJ&K has been requested to earmark the aforesaid quarry site in
favour of Pakal Dul H.E. Project of CVPPL so that further necessary actions like issuance of LOI,
approval of Mining Plan, Env. Clearance etc. can be taken up immediately.

Pakal Dul HE Project : Catchment Area Treatment
(CAT) Plan
CAT Plan of Pakal Dul HEP has been prepared by Soil & Water Conservation (S&WC) Department,
Government of J&K and approved by the PCCF & HoFF of GoJ&K in April 2021.
Its implementation has been pending for want of Administrative approval to CAT Plan.
Administrative approval is required from GoJ&K, for its implementation to improve the ecological
health of the Catchment & to avoid unexpected siltation in reservoir.

Pakal Dul HE Project : Deployment of skilled
workforce
Creating enabling environment by district administration for deployment of skilled workforce at Pakal Dul
Hydro Electric Project from outside J&K for execution of works requiring expertise, technical competence
and experience in the interest of project implementation and avoidance of local law & order issues in
view of resentment expressed by locals on the issue.
An agreement was entered upon between Union, Project Authorities and Contractors for the ratio of
80:20 (80% local and 20 % non-locals/outside UT) during year July’2021 enabling bringing skilled
workforce from outside UT.
However, there is resentment in deployment of skilled workforce from outside the UT of J&K by
Labour Union.
Support is required time to time from State Administration to avoid any resentment by locals.

Pakal Dul HE Project :Grant of License to 11 nos.
quarry sites
Pakal Dul H.E. Project (1000 MW), involves construction of a 167m high Concrete Face Rockfill Dam (CFRD)
for which about 1 crore cum of rock fill/aggregate and clay/impervious materials are required.
For the grant license to 11 nos. quarry sites, Directorate of Geology & Mining (DGM), UT of J&K, was
apprised that the EC for Pakal Dul was granted by MoEFCC vide letter dt. 29 Feb 2008, valid for a period
of ten years from the date of issue of EC letter for commencement of construction work.
The major construction work commenced from Feb 2018 and as such EC remains valid as per clearance
letter. However, DGM, UT of J&K was not in agreement with this point.
In view of this, CVPPPL, vide letter dated 28.02.2023, requested Member Secretary (HEPs), MoEFCC to
issue clarification regarding validity of EC for Pakal Dul HEP.
DGM, GoJ&K, vide letter dated 16.06.2023 granted conditional approval of quarry operations for a
period of 6 months that if clarification is not issued by MoEF&CC within the said period, the operation of
these quarries shall be stopped.
Response from MoEFCC regarding validity of EC is still awaited.
State Government may be impressed upon to formally grant license to 11 nos. quarry sites without
further insisting the EC validity clarification from MoEF&CC. 56
Kiru HE Project :Change of ownership of
Land
Change of ownership in name of CVPPPL for 87.5425 ha revenue land acquired for Kiru HEP
The funds for execution of Kiru HEP are required to be arranged in the debt-equity ratio of 70:30. The
equity component has almost been utilized and process has been initiated by CVPPPL for arranging
commercial loan for 70% debt component.
M/s IDBI Capital has been engaged by CVPPPL to arrange the loan. Mortgage of land with movable &
immovable assets of the Project, is pre-requisite for sanctioning of commercial loan by the lending
agencies.
87.5425 ha (i.e.1750 kanal 17 Marla) Revenue land comprising of private and government land has been
acquired for Kiru HEP under “J&K State Land Acquisition Act,1990” prior to the abrogation of Article 370 .
As per revenue records, the ownership lies with the Government of J&K and CVPPPL being the tenant
cannot mortgage the said land without change of ownership in the name of CVPPPL.
State Government is requested to transfer the ownership of land, acquired for Kiru HEP, in name of CVPPPL,
in order to secure commercial loan for construction of Kiru HEP.

Kirthai-II HE Project :Initial Equity
infusion
Initial Equity infusion of ₹31.17 crore of JKSPDC (JV promoter of CVPPPL) by Govt. of J&K in respect of 930
MW Kirthai-II HE Project being undertaken by CVPPPL.
CVPPPL is presently working on the conditions stipulated in the earlier Techno Economic Appraisal
regarding balance investigation works & other aspects and the submission of final reports of balance
investigation to CEA.
Total cumulative expenditure of ₹13.12 Cr (up to 21.09.2023) has been incurred on Project is already
over the total equity received from Promoters. NHPC has already released equity of ₹11.99 Cr for
Kirthai-II HE Project. However, no equity has been released by JKSPDC till date.
There is no fund available for statutory payments, employee’s salary, contractual payments and day to
day expenses of Project.
CVPPPL is regularly pursuing the matter with JKSPDC, GoJK to release of equity of ₹31.17 which includes
₹4.36 Cr backlog of FY 2022-23 on behalf of JKSPDC for Kirthai HEP.
