PHILIPPINE OVERSEAS EMPLOYMENT ADMINISTRATION

Part of its accreditation/registration of workers/principals and documentation of workers is to evaluate employment contracts of would be OFW to ensure that the contract conforms to the minimum standard employment contracts set forth by POEA

POEA is an attached agency of the Department of Labor and Employment (DOLE) task to manage the overseas employment program of the government

POEA policies are deliberated and approved by the POEA Governing Board. The policy making body of the Administration composed of the following: Secretary of Labor Chairman POEA Administrator Vice-Chairman Landbased Sector Representative Member Seabased Sector Representative Member Women Sector Representative Member Private Sector Representative Member

The basic policies that POEA are currently implementing are the following: Licensing system for private recruitment agencies that would like to engage in overseas employment program of the government; Accreditation/registration of foreign employers/principals who would like to hire Filipinos for overseas employment; Documentation/registration of overseas Filipino workers hired by a licensed recruitment agencies, directly hired or name-hired workers, balik-manggagawa workers or workeron-leave; Anti-illegal recruitment and anti-trafficking; and Arbitration of cases

The basis of policy formulation of the Administration may vary. But basically, it is for the protection and welfare of the OFWs. Policies to be formulated may either be recommended by the members of the POEA Governing Board based on their consultation with their stakeholders.

The basic and most important goal of policy formulation of the Administration is for the protection and welfare of the Filipino workers participating in the overseas employment program.

Basically, for every policy that is approved by the POEA Governing Board, there should be an implementing guidelines to be issued by the POEA and signed by its Administrator. The Board Resolution and Implementing Guidelines thru a Memorandum Circular must be published and these would have an effectivity 15 days from the date of publication. There are also cases when a Board Resolution stand alone and would take effect even without any implementing guidelines issued.

All these policies affects the planning and formulation of work and financial plans since these policies translates into programs, activities and projects by each implementing office of POEA. These programs, activities and projects would have different targets and implementation and budget allocation.

In order to ensure that POEA policies are effectively implemented, it has established a quality management system conforming to ISO 9001:2008 standards. Internal quality audit is conducted to ensure conformity to process standards.

As it is, policy issuance may either make a process or system effective and efficient or may affect the delivery of services. POEA processes voluminous documents everyday for the processing and documenting the overseas Filipino workers. The Administration deals with a number of foreign host countries of our OFWs and the processes are complex and diplomacy are needed.

Project monitoring and evaluation, systems audit, internal quality audit, quality management system.

Its basically the end or goal why are you doing business. Environment scanning is very important in setting-up your business plan and strategy. Cost benefit analysis and return of investment must also be considered. Your Vision and Mission statements as well your corporate objectives must be your guidance in strategizing your business policy and plan. And most importantly, in any business or organization, be it private or government, know your customers requirements and needs. Customers are not only the external (paying) but also internal (human resources/employees).
